MY BUDGET IS IN THE RANGE OF $3,000. I constantly use SketchUp, Revit, and escape.
I am not sure what is the best CPU...INTEL OR AMD?
What kind of overclocking should I look for?
I thought the best configuration was:

CPU - Intel Core i9 12900K 3.2GHz 16-Core Processor OR AMD Ryzen 9 5950X 3.4GHz 16-Core Processor
CPU Cooler - ?
Motherboard - ?
Graphic Card - Nvidia RTX 3090 24GB
RAM - 64GB
SSD - 2TB
Power Supply - ?
Case - ?

Here are the options:

1-
CPU - Intel Core i9 12900K 3.2GHz 16-Core Processor
CPU Cooler - be quiet! Dark Rock Pro 4
Motherboard - MSI MAG Z690 Tomahawk DDR4 ATX LGA1700
Graphics Card - Nvidia RTX 3090 24GB - EVGA FTW3
RAM - 64GB (4 x 16GB) G.Skill Ripjaws V DDR4-3200 C16
SSD - Sabrent Rocket 2TB NVMe Gen4 M.2 Solid State Drive
Power Supply - EVGA Supernova 1200 P2 80+ Platinum Power Supply
Case - Corsair Carbide Series 200R ATX Mid Tower Case

2-

All of those are great builds and will run your workloads well. Thing is, the new AMD CPU gen is right around the corner (1 week away) so you could wait a few more days and get the newest CPU gen with higher single and multi-core performance.

Right now I'd probably recommend the 12900K, as it is the fastest for ketchup and revit, but does draw a lot of power.

As for the GPU, although the 3090 is great, again, it, too draws a crazy amount of power. The 3070 would be fast enough for your viewport workloads, although enscape does make great use of a higher amount of CUDA cores and VRAM. If power draw is of no concern to you, the 12900k + 3090 combo is my recommendation, otherwise go with AMD 7xxx gen CPU that will release in a couple of days and maybe even get an nvidia 40xx GPU that, too will release shortly, where you'll hopefully get 3090 performance at 3070 power draw.
